The Outcome: Water, Cyber Security, and Gender Equality ~ Triple Nexus for 2026

Executive Summary
[LMGlobal.Org] The special session, “Water, Cyber Security, and Gender Equality,” held on March 21, 2026 as the sixth (6) annual #WaterDay program of the Light Millennium Global.
Founder-President of LMGLobal.Org Bircan Ünver opened the session by defining water infrastructure protection as a “fundamental human right,” a motto powerfully presented and advocated frequently by [former] Ambassador Rodrigo A. Carazo in the Organization’s prior-years water related sessions. 

This particular session’s outcome serves as a foundational step toward a side event proposal for the 2026 UN Water Conference, bridging the gap between scientific expertise and civil society—a journey sparked in 2021 by the advocacy of Professor Olcay Ünver. 

The dialogue was truly global, featuring significant interventions from Dr. Beno in India, who synthesized the “integrated responsibility” of water equity and digital protection, and Prof. Günay Smith, who linked these themes to the innovation seen in the 2025 J.U.C. Awards. 
The opening established a vital “triple nexus,” asserting that achieving true water security in our rapidly digitizing world requires the active leadership of women in the technical and cybersecurity fields that safeguard these precious resources.

II. Strategic Keynote: Cybersecurity as the Guardian for Global Prosperity
Speaker: Prof. Emre Tokgöz, State University of New York at Farmingdale

Transitioning from vision to technical urgency, Professor Emre Tokgöz delivered a comprehensive strategic keynote address that redefined cybersecurity as the essential guardian of global water prosperity. He moved beyond a narrow technical lens to illustrate how digital transformation—while necessary for efficiency—introduces vulnerabilities that can be exploited through ransomware and state-sponsored attacks. He emphasized that the convergence of Information Technology (IT) and Operational Technology (OT) in water utilities means that a breach in the digital layer can lead to a physical crisis, such as the contamination or shut-off of water supplies.
Drawing on recent developments in Fiji (2024–2025), Professor Tokgöz demonstrated that cyber-resilience is now a matter of national and regional security, essential for Integrated Water Management (SDG 6.5) that “cybersecurity is the shield that ensures data is accurate and not tampered with,” a necessity for preventing regional water conflicts and ensuring the integrity of SDG-6 implementation.

He argued that protecting water data is fundamental to the upcoming 2026 UN Water Conference themes, as secure infrastructure is the only way to ensure the long-term reliability of “Water for Prosperity.” He concluded by calling for “diversified thinking” in policy design, noting that while technology is the tool, the human element remains the most critical component of a secure system.

Expert Dialogue Summary: In a follow-up interview, Prof. Tokgöz addressed the 30% labor shortage in cybersecurity and the critical need for “human-centric” defense. He debunked the “coding-only” myth that often discourages women from the field and discussed the vital role of the National Institute of Standards and Technology (NIST)—the U.S. federal agency that develops the global benchmarks for technology and security. He emphasized that adhering to the NIST Cybersecurity Framework, including modern standards like 12 to 15-character passwords and “Response Playbooks,” is now the global minimum for securing critical water utilities.

III. Youth Perspective: The Human Face of Cyber-Resilience | The Story of Selam
Speaker: Joel Joseph, Senior Computer Security Technology Student, SUNY Farmingdale
“Where Water Flows, Equality Grows” 


Joel Joseph opened his presentation with the story of Selam, a girl in Northern Ethiopia whose education was deferred by the daily burden of fetching water. He noted that when a clean water source was introduced, Selam returned to school and became a community leader—a transformation that illustrates the motto: “Where Water Flows, Equality Grows.”

Bridging this story with his field of study, Joel warned that modern water systems are increasingly dependent on smart sensors and digital monitoring. While these tools improve efficiency, they also introduce a critical cybersecurity challenge. He argued that if these systems are compromised, the consequences are not felt equally; women and girls are the first to be pushed back into the cycle of fetching water and losing access to their education. “Cybersecurity is not just about protecting infrastructure,” Joel concluded, “it is about protecting the dignity and the dreams of girls like Selam.“

During a brief dialogue, Joel noted that while his classes currently average only 5 women out of 30 students, campus organizations like SWiC (Women in Security and Computing) are working to change this. He recommended that families encourage daughters toward cybersecurity as a high-reward career, ensuring the “human shield” of our water systems is as diverse as the communities it protects.

Brief Interview

IV. Global Dialogue: Interventions & Interactive Session
The final portion of the session demonstrated the global resonance of the “Triple Nexus” through a series of expert interventions and audience reflections:

• Filiz Odabaşı Geldiay (President, Ataturk Society of America): Addressed the domestic anxieties surrounding water security during times of global conflict, highlighting the unique psychological and physical burden placed on women in the household.

• Dr. Beno (India): Provided a powerful synthesis from Chennai, calling for “integrated responsibility”—a model where water equity, gender inclusion, and cyber protection are treated as inseparable pillars of a resilient society.

• Prof. Günay Smith (Advisory Board): Connected the day’s themes to the 2025 J.U.C. Awards’ winners and the dedication theme: Water Action Decade. She noted that youth innovation in community-based digital sensors is already proving that local involvement is the most effective way to detect leaks and manage resources.

• Cheick Omar Gacko (Mali): Brought a critical perspective from West Africa, discussing the impact of industrial water pollution and engaging with Prof. Tokgöz on how Digital Forensics can serve as a legal mechanism to hold actors accountable for environmental and systemic damage.

• İlknur Boray (VP, Ataturk Society of America): Intervened on the necessity of women rising to leadership roles in the sciences to dismantle the cultural barriers that still prevent equitable water governance in many parts of the world.

V. Concluding Remarks & Special Thanks
Following the floor contributions, Professor Tokgöz returned for his concluding remarks, emphasizing that we must not be caught off-guard by the rapid digital progression of water systems. He reaffirmed that “diversity is key for success,” noting that the current 30% shortage of professionals in the field is a call to action for women to step into these vital roles. And, Joel Joseph expressed his gratitude for the opportunity to bridge the gap between student research and global advocacy.

The session transitioned into a formal acknowledgment of the collaborative efforts that made the event possible.
