The Industrial Revolution ushered in a new era of human civilization and greatly accelerated the development of human civilization. However, traditional industrialization is characterized by a large consumption of resources and a large amount of waste, with human beings as the masters of all things and the concept of conquering and plundering nature as its survival and development, which has led to a global resource crisis, ecological crisis, and environmental crisis.

After the 1970s, people gradually realized the conflict between human development and physical and social limits. Our Common Future (1987) put forward a sustainable development model, which once injected new vitality into global economic and social development, but human development did not enter the road of sustainable development as expected.

Since the 1990s, the growth mode of the global economy has not changed, and the promotion of sustainable development strategy is facing difficulties in the world. To truly build a brand-new model of human future development, we must change the development model.

In view of the difficulties faced by the development of civilization, China put forward the concept of ecological civilization and took the construction of ecological civilization as the national development strategy. In 2005, Xi Jinping first put forward the concept of “Lucid waters and lush mountains are invaluable assets” in Yucun, Anji County, Huzhou City, Zhejiang Province. In 2017, Huzhou University established the Research Center for the Important Thought of “Two Mountains”, and in 2018, it was renamed the Research Center for the Concept of “Two Mountains”. In 2019, Huzhou University integrated the original “Two Mountains” concept research center, China Ecological Civilization Research Institute, Huzhou Rural Development Research Institute, Huzhou Development Research Institute, and other institutions, and adopted the mechanism of discipline integration and collaborative innovation to set up a new research institution with characteristics of philosophy and social sciences–INSTITUTE OF “Two Mountains” THEORY, which was approved as the first batch of new university think tanks in Zhejiang Province.

Since its establishment, the INSTITUTE OF “Two Mountains” THEORY has specially studied the relationship between environment and development, survival and development, ecology and wealth under the new situation in the world, based on Huzhou, focusing on Zhejiang, facing the Yangtze River Delta and radiating the central and western regions, planning green development, serving ecological civilization and promoting common prosperity, comprehensively carrying out forward-looking, countermeasures and applied research, and concisely forming the basic theory of environment and development, green development, ecological governance, and the second modernization of mankind.

In August 2022, the INSTITUTE OF “Two Mountains” THEORY of Huzhou University took the lead in establishing the “Two Mountains” Research Think Tank Alliance. At present, the members of the alliance include the China Ecological Civilization Research and Promotion Association, the Publicity and Education Center of the Ministry of Natural Resources, Ecological Environment Engineering Consulting Center of the Environmental Planning Institute of the Ministry of Ecology and Environment, China Environmental Protection Federation, China-US Post-modern Development Research Institute (IPDC), International Ecological Protection Promotion Association, Development China Forum, Peking University Xi Jinping Ecological Civilization Thought Research Center, and Beijing Forestry University Ecological Civilization Research Institute.

In order to better protect the earth, the common home of mankind, and cope with the increasingly serious climate problems, in November 2024, the INSTITUTE OF “Two Mountains” THEORY of Huzhou University invited Ms. Bircan Ünver, the founder and head of LMGlobal.Org, to visit Huzhou, Hangzhou, and other places in Zhejiang, and jointly signed a long-term cooperation agreement (Memorandum of Understanding). In the future, relying on the “two mountains” concept research institute and the “two mountains” think tank alliance, we will work with international colleagues to promote ecological civilization and practice the “two mountains” concept, hoping that more international institutions will join the “two mountains” think tank alliance and contribute to the realization of the UN’s Sustainable Development Goals by 2030.
