The below two Keynote Address on ICTs: HateSpeech, Discrimination in Social Media, Fake News & Recommendations delivered by Dr. Akila Muthuramalingham and Dr. Shriram Vasudevan, on May 7, 2024.

BACKGROUND:
[LMGlobal.Org] The virtual panel titled “How Can We Prevent Harmful Consequences from ICTs, and Move Towards a Sustainable Future?” was organized and presented by The Light Millennium Global through diverse multi-disciplined speakers from academia, NGOs/CSOs, experts, activists, private sector, and youth representatives on May 7, 2024. 
The panel has brought up to the surface both existing and potential harms of ICTs, along with recommendations for solutions. 
The concept was initially developed and proposed in connection with the 2024 UN Civil Society Conference‘s Theme #3, “Science, Technology and Innovation and Digital Cooperation“ in particular, with its “Technology and Innovation and Digital Cooperation” aspects, along with the theme #4, “Youth and Future Generations” since the youth populations are both the core users, and leaders of tomorrow, and being the leaders of today; shaping most ICT companies and related innovative technologies. In this context, the panel presented five student/youth under the “Youth Section.”

Hate speech online remains a pervasive and complex issue, posing significant challenges to fostering a safe and inclusive digital environment. Tackling this problem requires a multi-faceted approach that addresses both the technological and societal aspects of online discourse.

Regulation and Legal Frameworks: Governments and online platforms need robust legal frameworks to define and regulate hate speech, ensuring that perpetrators face consequences for their actions. These frameworks should strike a balance between protecting free speech and combating harmful content.

Content Moderation: Online platforms must invest in effective content moderation systems powered by both human moderators and artificial intelligence. These systems should swiftly identify and remove hate speech while minimizing false positives and preserving legitimate expression.

User Education and Awareness: Educating users about the impact of hate speech and promoting digital literacy can empower individuals to recognize and respond to such content responsibly. Teaching critical thinking skills and promoting empathy can help foster a culture of respect and tolerance online.

Community Standards and Reporting Mechanisms: Platforms should establish clear community standards that prohibit hate speech and provide easy-to-use reporting mechanisms for users to flag abusive content. Algorithmic Auditing and Bias Mitigation: Social media platforms should regularly audit their algorithms for bias and implement measures to mitigate discriminatory outcomes. This includes diversifying data sets used for training algorithms, conducting regular bias audits, and transparently disclosing how algorithms affect content distribution.
