Below is Pauline Cantwell’s delivered speech during the first section of the “What is your commitment to the #WaterActionDecade?” titled side event at the UN 2023 Water Conference, which focused on the followings: #WaterForestryClimateChange and #StopClimateEngineering

How many of you have lost trees, had property damaged, had delays in travel, or suffered psychological stress because of weird weather events?  I am personally distressed because my homeowner’s insurance comggpany went bankrupt and my rate is jumping from $450 a year to $7000.  I’m getting a new roof on next week and hoping to get a lower rate.  I live in Tampa/St. Petersburg, but the hurricane in southern Florida last fall has caused an insurance crisis.

My sisters in Texas were freezing last year as the entire state froze.  California and the west coast was in a drought last year and was burning.  This year they are being flooded.

The main climate mitigation project is geoengineering “blocking the sun to save the earth” [solar radiation management/SRM].  The scientists say they don’t want to do it but they may have to do it.  It is on the table again for this year’s COP (climate change) meeting.  However, they have been blocking the sun for a long time using jets and rockets to create persistent contrails.  The sky is no longer blue but a white haze with beautiful sunsets because of the chemicals being sprayed.  We depend on our sun to create photosynthesis for most plants including trees and we need sunlight to give us vitamin D.  The mixture of toxic chemicals includes magnesium which goes into the soil and water and prevents the trees from taking up nutrients they need.  Therefore, in high winds healthy looking trees fall over because their roots are so small.  Many trees have mold growing on them because of lack of sunlight and they are dying.  The toxic mixture of chemicals being sprayed is highly volatile and is responsible for the massive forest fires we have seen in the western United States. Dane Wigington of GeoEngineeringWatch.org believes the fires were deliberately made to burn hotter as part of the project to put soot in the air to mimic volcanic eruptions [such as Mount Pinatubo which caused a global cooling.]

Fast forward 40 years to William Cohen (United States Secretary of Defense under President Bill Clinton who stated at a conference on terrorism in Athens, Georgia, April, 1997:

                “Others are engaging even an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves. . . ..  It’s real and that’s the reason why we have to intensify our efforts.”

Our facility in Alaska H.A.A.R.P. [High Frequency Active Auroral Research Program] is the most powerful ionospheric heater in the world.  It beams a million watts of microwave energy on the ionosphere and it is capable of triggering earthquakes, volcanoes or tsunamis anywhere in the world.

There are many ionospheric heaters around the world.  The Soviets turned their Woodpecker system on July 4, 1976, our bicentennial, and triggered massive weather events across the United States.  Chernobyl was the power source for that system.  Other facilities are located in Tromso, Norway; Aricibo, Puerto Rico; several in Russia, and another in Tadzhikistan.  I named all the ones the United States listed on their official H.A.A.R.P. website in my 2007 speech at the UN NGO conference on Climate Change in 2007.

[Russia developed the first scalar weapons.]  Russian President Nikita Kruschev stated to the Presidium January 1960:

                “We have a new weapon, just within the portfolio of our scientists, so to speak, which is so powerful, that if unrestrainedly used, it could wipe out all life on earth.  It is a fantastic weapon.”

We are all breathing the toxic chemicals, particulates, and nano-particles from the spraying and yes they can and do spread illnesses with the spraying.

[I passed out copies of flyers from Dane Wigington’s GeoEngineeringWatch.org and also flyers Rosalind Peterson (agriculturedefensecoalition.org) distributed when she gave a keynote speech at the 2007 UN NGO Conference on Climate Change.  Rosalind has since passed away.  I urged the audience and speakers to study these flyers and to listen to a weekly podcast by Dane Wigington for more information  I also told them that Matt Landman’s videos “Frankenskies” are very good.]

[I did not have time to conclude with the following:]

Weather modification was such a serious problem in the 1970s’s that the United States and Soviet Union tabled identical resolutions that led to a convention banning the hostile manipulation of weather:  ENMOD – The UN Convention on the Prohibition of Military or Other Hostile Use of Environmental Modification Techniques went into force in 1978 .  However, it is all but forgotten and it does not prevent any country from experimenting on its own people. 

The United States Air Force released a report in 1996 “Weather as a Force Multiplier:  Owning the Weather in 2025.”  The document states: “Weather modification will become a part of domestic and international security and could be done unilaterally.  It could have offensive and defensive applications and even be used for deterrence purposes.”  The study uses terms such as “full spectrum dominance” and is 3300 pages long.  The link is on my website aworldalert.com.

Project Cloverleaf was a CIA-led operation that was one of the initial aerosolized heavy metal particulate operations in mid-1990s.  We have been bombarded for three decades.  LOOK UP!

The sulphates, aluminum, and other chemicals being released in our atmosphere are polluting both our water and soil.  Aluminum is particularly harmful because it is a possible cause for the rapid rise in alzheimers and sulphur is a known cause of asthma. Spikes of aluminum, barium, strontium, lithium, calcium, and SF6-Sulphur hexafluoride have been found in drinking water.  Everything sprayed in the sky comes down to pollute our water supply and our marine life is suffering from these programs which cause acid rain. 

In conclusion: Programs to create rain and snow in one region lead to drought in other areas.  The climate engineers learned to harness the rivers of water in the upper atmosphere and we’re now seeing the devastating effects an atmospheric river is causing on the west coast of the United States.

There is no natural weather on the planet any  longer as more and more countries, terrorist groups, and private corporations engage in weather modification techniques. We must educate and organize to stop these horrific programs and call for a review and enforcement of the ENMOD treaty.
